He began his career in the film industry in the 1950s, making his directorial debut with Lo Waist Gang in 1958, a film that played a pivotal role in establishing Fernando Poe Jr. as a leading action star. Over his extensive career, Santiago directed numerous acclaimed films, including Nag-uumpugang Bato (1961), Nueva Vizcaya (1973), and Bontoc (1977).
